A proposed plan to route traffic from the ferry to Cut-off Road, with traffic taking a left to reach Cotter Avenue, was the subject of much controversy in the fall of 1989. The plan was discussed in a workshop session between the Port Aransas City Council, Planning and Zoning Commission, a citizens’ advisory committee appointed by Mayor J.C. Barr, and representatives of the highway department. Cotter Avenue and Alister Street merchants preferred a plan that would keep incoming traffic on Cotter Avenue.
