Port Aransas Independent School District Superintendent Billy Wiggins, left, talks to PAISD trustees about a plan he is proposing for creating a voluntary drug-testing program for students. Speaking to the school board on Thursday, March 13, Wiggins said he also wants to add more community members to the district's Student Health Advisory Committee and encourage them to produce suggestions for discouraging drug and alcohol use by students.
