Redistricting by the Texas Legislature is seldom pretty. But the massacre in congressional districting in 2003, besides being unnecessary, had all the subtlety of a multiple ax murder. Sen. If this is correct, and America is really at the mall, perhaps what's needed is a 1 percent federal sales tax specifically to help pay for the war.
